When we talk about "AI for Sovereignty (AISO)," it's easy to stop at a slogan-like conclusion: put the model on-premises, keep the data in-house, and sovereignty is achieved. But for the architects who actually have to operate this system, "on-premises deployment" is only a necessary condition, not a sufficient one. If an air-gapped machine can't answer the question of "at 2 p.m. last Wednesday, who—under which identity—sent what prompt to which model, and which data sources did the system draw on to generate the response," then what it possesses is physical isolation, not governance.

Sovereignty is not a single firewall. It is a chain of mechanisms that are auditable, attributable, and reproducible. This is precisely why the work the digiRunner Open Source Project has accumulated over the years in API governance can transfer to AI governance: in engineering terms, AI Governance is fundamentally an extension and elevation of API Governance.

Physical isolation compared with auditable, attributable, and reproducible sovereign AI governance.

(Figure 1: Why Disconnecting the Network Alone Cannot Prevent Internal Data Mishaps)

This article covers three things: the governance responsibilities digiRunner actually carries within the AISO appliance, the verifiable technical claims behind those responsibilities, and the best practices enterprises should establish when adopting AISO.

1. Why the Gateway Is the Natural Leverage Point for AI Governance

Within the three-layer architecture of the AISO appliance (compute layer: Phison aiDAPTIV; governance layer: digiRunner; application layer: OrientAI), digiRunner sits in the middle, acting as the "nervous and immune system." This positioning isn't a marketing metaphor—it's an architectural inevitability: every request flowing from the application to the model, and every response returning from the model, must pass through this layer.

The first principle of governance is that "you cannot govern what you cannot see." The biggest blind spot in traditional AI adoption is applications calling model inference endpoints directly—requests bypass any unified point of observation and control, scattered across individual services. Once that happens, token usage can't be attributed, unauthorized access can't be blocked, and the audit trail is full of gaps. The cost of after-the-fact remediation is enormous.

Only by making the Gateway the single choke point for AI traffic does governance gain a point of leverage. This is a mature concept in the API management field; what digiRunner does is apply it to AI—a new type of traffic.

2. digiRunner's Actual Governance Capabilities (and Their Boundaries)

Below I walk through the governance responsibilities digiRunner carries within AISO. I'll try to make the mechanisms clear, and honestly mark which are capabilities the platform provides versus which the enterprise must configure properly itself—because the premise of any best practice is first drawing the line of responsibility clearly.

2.1 Identity Binding and Access Control

Governance begins with attribution. digiRunner integrates SSO / AD authentication so that every AI request can be linked to a concrete enterprise identity (User ID), rather than an anonymous API key. This matters because the difference between AI auditing and traditional API auditing lies exactly here: AI output carries uncertainty and latent risk, so when something goes wrong, "who triggered it" cannot stop at the service level—it must reach the individual.

Multi-tenant resource isolation ensures that data permissions and compute quotas across departments do not interfere with one another. A boundary of responsibility to flag here: the platform provides the isolation mechanism, but designing the tenant and role permission model is the enterprise's own work. digiRunner will not decide for you whether the finance department should be able to read HR's knowledge base.

2.2 Token Economics Governance and Traffic Control

Cloud API billing behaves like a bottomless pit and is the most common source of budget blowouts in enterprise AI adoption. digiRunner applies the mature mechanisms of API quota management to precisely control token usage—this is simultaneously cost governance and security governance. Because a Model DoS attack that "floods the model with a massive volume of requests" looks, at the traffic layer, like an anomalous call pattern, and quota and rate limiting are precisely the first line of defense.

2.3 Two-Layer Defense: Bringing AI-Specific Threats Into Interception Range

This is often called "L7 + L8 two-layer defense." I want to be candid here: the "L8 semantic layer" is a communication metaphor—the OSI model only has seven layers. What it's really trying to convey, in engineering terms, is this: on top of traditional HTTP-layer protection, add a layer of detection targeting natural-language semantics.

Layer one (HTTP / application layer): built-in protection against traditional web attacks such as SQL Injection and XSS. This is basic hygiene any Gateway should provide.
Layer two (semantic / Guardrails): semantic analysis and identification targeting AI-specific threats such as prompt injection and jailbreak. This is a blind spot a traditional WAF cannot handle at all, because a legacy WAF can't understand an attack that "uses natural language to lure a model across its boundaries."

What must be stated honestly to the reader: semantic-layer defense is probabilistic, not absolute. Any claim of "100% interception of prompt injection" should not be trusted. The value of Guardrails lies in substantially raising the cost of attacks, blocking the vast majority of known techniques, and leaving a complete record—not in offering a guarantee in the mathematical sense. Treating it as "a layer that significantly reduces risk" rather than "a silver bullet" is the correct architectural mindset.

2.4 Full-Chain Logging: The Technical Bedrock of Auditability

This is what I consider digiRunner's most central contribution to AISO governance, and also the part that most directly maps to regulatory requirements.

digiRunner automatically generates complete API logs covering key fields such as prompt, token, and timestamp. Paired with the relevant regulations, this log chain directly supports several things:

Traceability: reconstructing the context of every decision and the data sources it referenced, so that "why the AI answered this way" is no longer a black box.
Accountability: through the identity binding described above, linking every operation to a concrete individual.
Mapping to EU AI Act Article 12/13 record-keeping and transparency requirements, and to the traceability and accountability principles of Taiwan's AI Basic Law.

There's a best-practice-level reminder here that I'll cover in detail in Section 4: logs only carry audit value when they are "tamper-evident" and their retention period meets legal requirements. The platform can generate logs, but the log storage strategy, tamper-resistance mechanism, and retention cycle need to be explicitly designed by the enterprise at the time of adoption.

2.5 Model Extraction Protection

An enterprise's proprietary fine-tuned models and knowledge bases are core IP. By detecting anomalous query patterns (for example, systematically probing the model's boundaries in high-volume, structured ways), digiRunner can provide a layer of protection against "model extraction attacks." As before, this is a mechanism for raising the cost of attacks, not an absolute defense.

3. How the Open Source Governance Philosophy Is Injected Into AISO

The operating philosophy of the digiRunner Open Source Project is in fact highly isomorphic with "sovereignty," and this is a connection I especially want to highlight in this article.

The essence of open source is shifting "trust" from promise to verifiability. You don't have to believe what the vendor says—you can read the source, compile it yourself, and audit exactly what it does. This aligns completely with what AISO aims to give enterprises: rather than asking the enterprise to "believe" the data hasn't leaked, it lets the enterprise verify the data flow itself, at the architectural level.

This philosophy, applied to AISO governance, yields three concrete claims:

Governance logic must be inspectable, not a black box. If a module claims to perform semantic defense but the enterprise cannot understand the basis of its judgments, then it has itself become a new black box. The open-source route keeps the governance rules themselves transparent.
Portability is sovereignty. A proprietary governance service locked to a single cloud vendor essentially hands sovereignty to that vendor. Open source and standardization (such as supporting open protocols like MCP) ensure the enterprise can always leave, taking its own data and configuration with it.
Community auditing beats vendor assurance. The more people scrutinize a security mechanism, the more trustworthy it is. This is the most underrated advantage of open source over closed, proprietary solutions in governance scenarios.

4. Best Practices for Adopting the AISO Appliance

Below are the practical guidelines I would recommend enterprises establish at adoption time. I've written them as "principle + why," rather than "it's turnkey so you don't have to do anything"—because the latter is marketing rhetoric, and real governance requires the enterprise to shoulder the portion of responsibility that belongs to it.

Best Practice 1 | Design the tenant and role model before going live. Don't follow the "let everyone start using it first, tighten permissions later" order. The permission model is the foundation of governance, and the cost of after-the-fact remediation far exceeds up-front design. Before launch, define clearly: which departments map to which roles, which knowledge bases and models each role can access, and how compute quotas are allocated.

Best Practice 2 | Make the Gateway the single entry point for AI traffic, and forbid bypass at the architectural level. All governance capabilities rest on the premise that "all traffic passes through digiRunner." If some team, for convenience, lets an application connect directly to a model endpoint, that path becomes a breach in governance. This needs to be enforced through network-layer policy—not merely a verbal agreement.

Best Practice 3 | Design the log storage strategy independently of the log generation mechanism. The platform generates logs, but you must answer for yourself: Where are the logs stored? Are they tamper-evident (e.g., append-only, or with an integrity checksum)? How long are they retained (the EU AI Act's retention requirement for high-risk systems is not short)? Who has the right to read the audit logs themselves? Treat these as independent design items, rather than assuming "having logs equals compliance."

Best Practice 4 | Treat Guardrails as a "risk-reduction layer," and preserve human intervention mechanisms. Echoing Taiwan's AI Basic Law and EU AI Act Article 14's human-oversight principle: semantic defense is probabilistic, so high-risk scenarios (financial credit scoring, personnel screening, medical decision support, and the like) must preserve real-time interruption (Stop Mechanism) and human-review authority. Do not let AI output produce irreversible consequences under no supervision.

Best Practice 5 | Customize governance rules for vertical scenarios; don't rely on generic defaults. PII masking in finance, PHI de-identification and HL7 FHIR interfacing in healthcare, trade-secret protection in manufacturing—the compliance requirements of these scenarios differ enormously. What the AISO Hub provides is a starting point for domain solutions, but the actual data classification, masking rules, and audit granularity need to be calibrated item by item according to industry regulation.

Best Practice 6 | Make "reproducibility" part of the acceptance criteria. Containerized deployment (Docker) lets you reproduce the model state and computing environment at a specific point in time. This is critical for third-party auditing. At adoption time, list "can we reproduce the complete environment of an inference from three months ago" as an acceptance item—rather than discovering you can't when the audit arrives.

Conclusion: Sovereignty Is a Continuous Practice, Not a One-Off Deployment

The AISO software-hardware appliance substantially lowers the technical barrier to AI adoption, and that is real value. But the core idea I want to leave readers with is this: "turnkey" lowers the deployment barrier, not the governance responsibility.

True AI sovereignty comes from an enterprise being able to answer the hardest questions about its own AI system—who did what, on what basis, can it be reproduced, can it be attributed when something goes wrong, can it be halted in real time. What digiRunner provides is the mechanistic bedrock that gives these questions a chance to be answered; actually answering them is a joint engineering practice of the enterprise and the platform.

This is what the digiRunner Open Source Project has always believed: governance is not a written promise a vendor hands you, but an architecture you can verify with your own hands. Sovereignty, likewise.

FAQ:

Q1: Is on-premises deployment enough for sovereign AI?

A: No. Physical isolation provides boundary security, not governance. True sovereignty requires auditable, attributable, and reproducible mechanisms to track who prompted which model and data source.

Q2: What role does digiRunner play in AISO appliance?

A: Acting as the central nervous and immune system, digiRunner serves as the single choke point gateway managing all traffic between enterprise applications and local models.

Q3: How does digiRunner enforce AI identity and access?

A: By integrating SSO and AD authentication, it binds every AI request to an individual enterprise user ID rather than an anonymous API key for complete accountability.

Q4: What is the L7 plus L8 two-layer defense?

A: It combines traditional HTTP application-layer protection against SQL injection and XSS with semantic-layer guardrails to detect natural-language prompt injection and jailbreak attempts.

Q5: Can semantic guardrails completely block prompt injections?

A: No. Semantic defense is probabilistic rather than absolute. Guardrails significantly raise attack costs and record events, but high-risk scenarios must preserve real-time human oversight.

Q6: How does full-chain logging meet AI regulations?

A: digiRunner logs prompts, tokens, and timestamps to reconstruct decision contexts, directly aligning with transparency and record-keeping mandates in the EU AI Act and Taiwan regulations.

Q7: Why is open source essential for AI sovereignty?

A: Open source shifts trust from vendor promises to architectural verifiability, ensuring transparent governance logic, community security auditing, and freedom from proprietary cloud lock-in.
